Overcoming Disruption, Transforming the AIDS Response
As the world marks World
AIDS Day 2025 under the theme “Overcoming disruption, transforming the
AIDS response,” we stand at a critical moment in the global HIV movement.
This year’s theme calls attention to the mounting pressures facing HIV
programs—particularly the widening funding gaps that threaten hard-won progress
across prevention, treatment, and community-based services.
Despite decades of
advancement, the world is now witnessing severe disruption of HIV services,
especially in regions most dependent on donor support. Prevention programs are
shrinking, lifesaving community-led initiatives are being scaled down, and
punitive laws continue to limit access for marginalized populations. The rise
in criminalization of same-sex relationships, gender identity, and drug use is
further pushing vulnerable groups away from essential HIV services.
Yet, even amid this
uncertainty, resilience continues to shine. Communities, health workers, and
local systems are stepping up—innovating, adapting, and protecting the gains
made in the HIV response. Their leadership reinforces a crucial message:
Ending AIDS by 2030 is still possible, but only
if we take bold, collective action.
A Call for
Renewed Commitment
To truly transform
the AIDS response, countries must embrace radical shifts in programming and
financing. Domestic resources alone cannot sustain the global HIV response. International
solidarity remains essential—to close funding gaps, restore disrupted services,
strengthen health systems, and dismantle legal and social barriers that hinder
progress.
Political
leadership will play a decisive role in: Advancing policies that address
structural inequalities, Investing in accessible HIV services, Protecting the
rights of women, girls, and LGBTQ+ people, Eliminating stigma and
discrimination, and Centering communities in decision-making and service
delivery.
As UNAIDS Executive
Director Winnie Byanyima reminds the world:
“In a time of crisis, the world must choose transformation over retreat.”
With urgency, unity, and sustained commitment, the goal of ending AIDS as a
public health threat by 2030 is still achievable.
